The CTCDC Seeks Individuals to Represent the Non-motorized Transportation Segment

The California Traffic Control Devices Committee (CTCDC) is currently seeking individuals to represent the non-motorized transportation segment of the population. The CTCDC is the officially accepted body that provides direction and recommendations to the California Department of Transportation about all roadways signs, signals, pavement markings and other traffic devices.

The last time Bike San Diego had an article about the CTCDC, it was about the Committee’s opposition to experiment with bike boxes, their opposition to remove bike signal detection and signal timing at intersections, and their opposition to have bicyclists represented on CTCDC. Back in January, 2010 the CTCDC was comprised of individuals overwhelmingly representing the automobile sector. This included representatives from the AAA, the California Highway Patrol, the California Department of Transportation, two members representing cities and two members representing counties.

Now the tide is slowly turning and the CTCDC just announced that they were seeking two vacancies to be filled by representatives from the non-motorized segment of the population [pdf]. Together these two new non-motorized representatives will be in a position to recommend new and modified traffic control device policy that will impact the non-motorized segment of California’s population.

Desirable qualities of the new representative will include:

Knowledge and experience with non-motorized transportation issues, facilities, and users
* Pedestrian rights and duties under the California Vehicle Code (CVC)
* Bicyclist rights and duties under the CVC
* The needs of people with disabilities and others with limited physical or cognitive abilities
* Knowledge of the Caltrans Highway Design Manual guidance that affects pedestrians and bicyclists, so proposed features having geometric components can be recognized
* National best practices and emerging trends

Knowledge, skills, and/or abilities related to roadways markings, signage, and signals
* How pedestrian involved crashes and conflicts with other transportation system users occue and how to minimize them
* How bicycle involved crashes and conflicts with other transportation system users occur and how to minimize them

Experience with roadway markings, signage, and signals
* Operational practices that support pedestrian rights and duties and minimize the likelihood of conflicts
* Operational practices that support bicyclist rights and duties and minimize the likelihood of conflicts
* Bicycle handlign characteristics
* Pedestrian expectations as transportation system users
* Bicycle operator expectations and transportation system users

Familiarity with the CA MUTCD
* CA MUTCD guidance regarding roadways markings, signage, and signals.

Experience with local infrastructure development
* Infrastructure developement issues in communities
* Openness to experimentation and consideration of innovative, non-standard traffic control devices

Demonstrated ability to work productively in groups
* Willingness to regularly and actively participate in all meetings, workshops, and discussions
* Commitment to serving the needs of all transportation system users and embracing the overall purpose of the committee which is setting and promulgating standards for traffic control devices in California
